A city that grew with two universities, and garages that grew with it

Waterloo was a village in 1857 and a city in 1948, and it stayed small until the universities came. The Lutheran seminary that became Wilfrid Laurier University opened in 1911 and took the Laurier name on 1 November 1973; the University of Waterloo took its first students in 1957. The houses followed the students. Statistics Canada's 2021 Census Profile counts 47,040 occupied dwellings in the city, and 10,955 of them, the largest single band, were built between 1961 and 1980. Garage doors in Waterloo are a free choice on most streets and a heritage question in the MacGregor-Albert neighbourhood. Council adopted that district's plan on 21 August 2006 under By-law 06-097. Its list of work that needs a heritage permit includes altering doors and windows on any building façade visible from the street, and the plan sets no fee for the permit. It also names the historic outbuildings it encourages owners to keep and use, among them the brick garage at 56 Dorset Street, the four-car brick garage at 145 Albert Street and the parged concrete double garage at 50 Albert Street.

The plan's word for a good garage is matching: the Edwardian Classical house at 137 Albert Street has an attached garage built to match it. A street-facing door there is chosen to suit the house and shown to the City first, and the door designer produces the picture to send. The opener behind it is another matter, because the plan exempts installing mechanical or electrical equipment from heritage review. Off those streets the choice of garage doors is about insulation, windows and the room above.

Section 6.7 allows a three-car private garage only on a lot with a detached house, zoned Residential Three (R3), with at least 18.9 metres of frontage.
