In St. Thomas the garage is a parking space in the eyes of the by-law, which makes a door that will not lift a municipal problem as well as a household one. The by-law counts your garage as a parking space
The City prohibits overnight parking on city streets from 1 December to 15 March, between 2:00 a.m. and 6:00 a.m. Its Overnight Parking page then closes the obvious way round: if the property has two or more parking spaces, including a garage, a permit will not be issued. Asked what happens when the garage is full, the City answers that the owner is responsible to clean out their garage and use that spot for parking. A shared driveway is no exemption either, since the City calls a shared right of way a civil matter between owners and describes it as access to the back yards for parking. That is the older core described exactly: mutual drives between houses running back to rear-yard garages. When you write in, name the building the door is on and say whether the approach is a mutual drive, because that decides what can be brought to it.
The windrow, the slab and 135 freeze nights
St. Thomas gets less snow than people assume. The Environment and Climate Change Canada station in the city records 118.6 cm of snowfall a year on the 1981 to 2006 normals against 194.3 cm at London airport over the same period, and it snows here on about half as many days. The number that matters is a different one: 135.4 days a year with a low at or below freezing. The failure here is freeze-thaw at the foot of the door, not snow load on top: a seal stuck to a cold slab, an opener pulling against it, then a cable off its drum or a door off its track. The City is blunt about the rest: owners keep driveways clear down to the street, ploughing fills them back in, and a cul-de-sac doubles as snow storage. Among the stated objectives of its Snow and Ice Control Plan is reducing the economic losses caused by workers not being able to get to their jobs on time, and a door frozen to its slab is the household version of that.
Nearly six homes in ten predate 1981
Canada Southern made St. Thomas its headquarters in 1873 and the city filled in around the railway. The census counts what followed: 5,940 of 18,060 occupied dwellings date from 1960 or earlier and 4,485 more from 1961 to 1980, so 57.7 per cent predates 1981 and one home in three predates 1961. A house from that first block was not built around an attached double. Its garage is a single, often a separate building at the back of a deep narrow lot, sometimes wood. The opening decides the door, so a new door is fitted to what is there and the door designer shows the result first. That separate building stands on a slab nobody heats, and a slab that freezes on 135 days of the year moves, so a door binding on one side in March has often followed the building rather than broken anything, and spring work is not always the answer. The 1961 to 1980 quarter of the stock is the attached single and double belt, now on its second or third opener, which is where opener repair sits.
On an older single the honest answer is often a spring and a cable. Replace when the bottom section has rusted through or a wooden door has gone at the rail. Ask for the repair figure and the replacement figure together.
Shaw Valley, Lake Margaret and the units the City has promised
The city grew 10.1 per cent between 2016 and 2021 to 42,840 people, and 1,420 dwellings went up in the five years to 2021. The new addresses sit at the edges: Shaw Valley off Sunset Drive behind the Kettle Creek ravine, Lake Margaret at the south end, Orchard Park to the southeast. Those houses have a builder door, a builder opener and their first set of springs. Under its Housing Accelerator Fund action plan the City has undertaken to permit 1,183 units between 1 January 2025 and 31 December 2027, and 315 of them are in buildings of five storeys or more. Those 315 sit behind a parking-level door rather than a driveway, and the person who books work on one is the property manager holding the maintenance contract, not the resident.
The 1,500 acres the province moved
The industrial land at the city edge is there because the province redrew a boundary. Bill 63, the St. Thomas and Central Elgin Boundary Adjustment Act, 2023, was introduced on 22 February 2023 and brought about 1,500 acres into the city, and the PowerCo battery plant is being built on it: vertical construction started in December 2025 and production is planned from 2027. Warehouse, plant and distribution buildings work their overhead doors and commercial openers hard enough that the door is production equipment rather than a convenience. This corner of Elgin has been shift country for a long time: Ford assembled cars at Talbotville from 1967 until 15 September 2011. On a commercial enquiry the useful details are the door size, how many bays, and when the door can be out of service.
Ten square metres, two permits, and what to send
The City's published rule is a threshold. A building permit is required for the construction or alteration of any building occupying an area greater than ten square metres, lower than the fifteen some municipalities use, so a small detached garage exempt elsewhere is not exempt here. What the City does not publish is an exemption list for doors and windows, so do not assume a replacement in an existing opening is clear of it. Ask Planning and Building Services with the address before anything is ordered. A lot near the Kettle Creek ravine or a watercourse carries a second and separate permit from the Kettle Creek Conservation Authority, which regulates development near valleys, slopes, wetlands and the Lake Erie shoreline under Ontario Regulation 41/24, and whose own advice is never to assume you do not need one. My garage holds everything except the car. Can I still get an overnight parking permit?
No, and the City says so directly. Its Overnight Parking page refuses a permit where a property has two or more parking spaces, including a garage, and to the question of a garage that is full it answers that the owner is responsible to clean out their garage and use that spot for parking. For the winter months the by-law covers, then, a door that will not open and a car with nowhere legal to stand overnight are the same problem. A shared right of way does not exempt you either; the City treats that as a civil matter between the owners.
It snows less here than in London. Why does the door still fail every winter?
Because a door is worn by freezes, not by snowfalls. The climate station in the city records 118.6 cm of snow a year on the 1981 to 2006 normals against 194.3 cm at London airport, on roughly half as many snow days, and the same record carries 135.4 days a year with a low at or below freezing. A bottom seal frozen fast to a cold slab is the ordinary failure here: the opener strains against a door that is stuck rather than heavy, something gives at the cable or the drum, and none of it has to do with weight on the roof.
Do I need a permit to hang a new door in the same opening?
Ask Planning and Building Services with the address before anything is ordered. The City publishes a threshold, a permit for the construction or alteration of any building occupying more than ten square metres, and unlike some municipalities it publishes no exemption list for doors and windows, so there is nothing on record saying a like-for-like swap is clear.
