What London's by-law asks of a door

The City's Property Standards By-law, CP-24, enacted on May 25, 2021, holds each owner to repair and maintain the property to its standards, and it does not set garage doors apart. An opening designed for a door must have "a door, window, or skylight capable of performing the intended function". All doors "shall be maintained", and maintenance is spelled out: refitting, replacing or renewing damaged, decaying or defective doors, replacing or providing defective or missing hardware, and weatherstripping. Accessory buildings, a detached garage among them, "shall be maintained" unless they are unsafe.

Taken as a parts list, that is hinges, rollers, handles, locks and seals, and a door that no longer opens is hard to describe as performing its function. Mostly it calls for the part, fitted so the door works. Sections past saving are a replacement.

The springs are unwound and the cables slackened by a technician before anyone unbolts a bottom bracket, because those brackets sit under full cable tension while the springs are wound. Ask the branch about taking the door down at the start of the conversion, not once the framers find it.

Does the City of London require a garage door that no longer works to be repaired?
