A city of old houses, and a lot of tenants

Pembroke was incorporated as a town in 1877 and became a city in 1971. The 2021 Census counted 14,364 people, up 3.5% from 13,882 in 2016, in 6,540 occupied dwellings. 3,115 of those dwellings were built in 1960 or before and 1,680 between 1961 and 1980. Only 130 were built between 2016 and 2021. Nearly half the city's garages are on houses that are older than the city charter.

The other number that shapes a call here is tenure. 2,760 of the 6,540 households rent, 42%, the highest share of any town on this stretch of the valley. The person who notices the door is often not the person who can authorise the repair.

Who orders the repair

If you rent, say so when you call, and have the owner or the property manager's name and number ready, because the go-ahead and the bill come from them. If you own several older houses across the city, book them together: a door that hums and does not lift on one street and a snapped spring near the hospital are one trip from Nepean rather than two.

The lumber city on the Ottawa River

Pembroke grew as a centre of the Ottawa Valley lumber trade, and the Muskrat River drains into the Ottawa here after running north from Cobden. The marina and waterfront were rebuilt under the city's Millennium Project, with a bandstand, an amphitheatre and a boardwalk. Pembroke Regional Hospital and Algonquin College's Pembroke campus, with its forestry technician and outdoor adventure programs, are the institutions that make it the county's service town, and a service town has depots, shops and receiving bays. 140 km, so the visit is booked rather than promised

The 417 ends at Arnprior. The remaining 80 km of Highway 17 is two-lane, and the 22.5 km between Arnprior and Renfrew is in design for twinning with no construction date. There is no Pembroke premises. At this distance same day is not promised. The dispatcher books a day, and the truck leaves loaded for the door you described. Say whether the spring is one shaft above the door or two springs along the tracks, give the width of the door in feet, and read the opener brand off the motor housing. A second trip for a part is 280 km.

Winter is measured at Petawawa Airport, the nearest station with a full set of normals. January averages minus 11.9 over 1991 to 2020, with a daily minimum of minus 17.9, a record of minus 41.1, and 199 cm of snow a year. Ottawa's city station reads minus 9.6, minus 14.0 and 184.5 cm over the same thirty years. The call comes at the coldest hour, and the drive is the same length whatever the temperature.

The City issues permits through Cloudpermit and lists "attached and detached garages and carports" among the work that needs one; the by-law wording is that no person shall construct a building unless a permit has been issued. A door hung in an existing opening is not a new building. A new garage, or a wider opening, is a question for the City before it is quoted.

Repair or replace on a Pembroke house

On a house from the 1880s the garage is a later building, and the current door is rarely its first. A spring on a door with sound panels and straight tracks is a repair. A door with a rusted-through bottom section, or one that has been patched by three owners, is a replacement, and an opener older than the door it lifts goes at the same time.
