Downtown Perth is a Heritage Conservation District under Part V of the Ontario Heritage Act, by-law 4271. Every property inside it is ranked A to D by architectural heritage value, and the Town's stewardship guide sets out, in a table on its page 16, what needs a heritage alteration permit. Window or door removal or replacement visible from the street or a public space needs a permit on an A, B or C property and not on a D. Window and door repair or restoration to authentic condition needs no permit at any ranking, and neither does other maintenance and repair that does not affect the facade visible from the street. Minor alterations to the side or rear of a building that make no contribution to the public domain are outside the rule as well.
For a garage door that means a spring, a cable, a roller, an opener or a section repaired in place is never a heritage question. A new door in a street-facing opening on a ranked building is an application, with no fee, that Council can take up to ninety days to decide. Most garages in the district sit behind the house or off a lane and are out of the rule altogether, and a garage on a D property is out of it whichever way it faces. Check the ranking on the map on page 4 of the guide, or ask the Town for the address, before ordering a door. The Town also asks that a heritage application be checked with the Chief Building Official for whether a building permit is needed on top.
Stone, and what it does to an opening
Perth was settled in 1816 as a military settlement and its early buildings were put up by Scottish stonemasons; the 1863 Town Hall is Potsdam sandstone. The 2021 Census counts 3,270 occupied homes in town, of which 1,355, 41%, were built in 1960 or earlier, and another 785, 24%, between 1961 and 1980. Two homes in three predate 1981. The population went from 5,930 in 2016 to 6,469 in 2021, and only 220 homes were built in that window.
An opening in a stone or brick wall is the size it was built. A modern steel door comes in stock widths and heights, and where a masonry opening does not match one, the choice is a door made to the opening or a stock door framed down inside it, and the second is the one that changes the look from the street. On the postwar streets outside the core the openings are wood-framed and standard, and the doors on them are the ordinary repair: a 1970s single on its third spring, an opener that runs and lifts nothing.
The Tay, the canal and the conservation authority
The Tay River runs through Perth in two channels, and the Tay Canal, 9.8 km from the downtown turning basin to the Beveridge Locks on the Rideau, opens with the rest of the Rideau Canal on 15 May and closes on 12 October in 2026. Perth sits inside the Rideau Valley Conservation Authority's watershed, and the RVCA administers Ontario Regulation 41/24 for building on floodplains and near watercourses. A new garage near the river is the RVCA's business before it is anyone else's. A door swapped in an existing opening is not.
