The closest of the Prescott-Russell villages

Russell has no Protech premises, and it is the nearest village in Prescott-Russell to the Nepean shop: Hunt Club to the 417, 11 km down Boundary Road, and in on Craig Street, County Road 3. At that distance same-day means same-day. The booking is still a window rather than an appointment time, because the van serves Embrun and the villages off the 417 on the same run, and the order of the day is set by who called first.

Castor, Duncanville, Russell

The village was called Castor, after the river, until the post office opened in 1848 under the name Russell with William Duncan as postmaster. His son John had the village renamed Duncanville in 1852, the government refused to rename the post office, and in 1898 the united counties made it a police village and Russell won. The Castor drove its mills: Elisha Loucks's grist mill from 1827 on the north bank, and the woollen mill on Mill Street that Sam Doran and Charlie Stark built in 1875 on a timber and plank dam, run by the Carscadden brothers from 1881 to 1910. On 1915-06-06 a fire that started in Murray's tinsmith shop took 25 buildings and the centre of the village with them.

So the core is a post-1915 rebuild, and the 2021 Census counts 160 dwellings from 1960 or before. Houses of that age were built before a garage was part of a house, and what garages they have were added afterwards, on their own slabs, with openings sized for the car of the year they went up. The village is also the English end of the township: 4,560 of its 6,135 residents gave English as their mother tongue in 2021 and 1,050 gave French, where Embrun, 8 km east, is half French. Russell Township's 2008 by-law requiring commercial signs in both languages was fought in court that year.

A decade of nothing, then a third of the village

Russell's growth came in two pieces with a gap between. 420 of its 2,280 dwellings were built in the 1980s and 385 in the 1990s. Then almost nothing: 60 between 2001 and 2005 and 125 from 2006 to 2010, the same years Embrun was the fastest-growing place in the 613. Then 370 from 2011 to 2015 and 515 from 2016 to 2021, which is 885 houses in a decade and 39% of everything in the village. The population went from 5,039 in 2016 to 6,135 in 2021, up 21.8%.

For doors, the gap matters more than the growth. There are two big cohorts here and almost nothing between them: 1980s and 1990s doors on their second or third springs, and doors under ten years old that nobody has touched since the builder left. The 2000s doors that fill every other suburb's repair queue are a small minority in Russell. A call from a 1988 bungalow and a call from a 2019 two-storey are different jobs with different parts, so say the year of the house when you ring, or the decade if that is all you know.

The 2006 storm and the generators

Russell learned its freezing-rain lessons in January 1998 and had them tested on 2006-12-01, when a storm of freezing rain and wind put more than 250,000 customers in Ontario and Quebec in the dark and the township's newly sworn-in mayor, Ken Hill, declared a state of emergency on his first day in office. Residents told CBC that many people had bought generators after 1998, and that those who had them helped those who did not. A generator keeps the furnace on. It rarely reaches the garage, so in an outage the opener is a dead weight on the door: pull the red release cord and lift by hand, and if the door will not lift by hand the spring has gone and the door should stay down until someone comes.

The part sets the bill. In Russell the two cohorts give two answers. A 1980s or 1990s door with a snapped spring is a repair, with the cables done at the same visit; if the same door has a rusted bottom section and a bowed top panel from years of an opener dragging it, it is a replacement and the spring money goes toward the new door. A door under ten years old is almost always a repair or an adjustment. A wooden door on a 1920s detached garage that has rotted at the rail is a replacement whatever the spring is doing.
