Casselman has no Protech premises. The van takes Hunt Club to the 417 and stays on it for 41 km to exit 66, Principale Street, which is County Road 7. That is the simplest run to any village in this part of Prescott-Russell: one highway and no county road to speak of, and the 417 east of the city does not clog the way the 174 does. A same-day booking here is still a window rather than a time, because the same van serves Embrun, Limoges and Russell off the same highway and the order of the day is set by who called first.
A town that burned three times
Martin Casselman built a dam and a sawmill on the South Nation in 1844, the railway arrived in 1881, and the village was incorporated on 1888-06-11 with 750 people. Then it burned: partly in July 1891, entirely in the wildfire of October 1897, and most of the main street again in July 1919. So the oldest houses in Casselman are a good deal younger than the town. The 2021 Census counts 1,580 occupied dwellings, 215 of them from 1960 or before, 240 from 1961 to 1980, 260 from the 1980s, 290 from the 1990s, 320 from 2001 to 2010 and 250 since 2011. Water and sewer arrived in 1977, two years after the 417's last section east of Ottawa opened on 1975-12-02, and the two together are why a village of 1,158 people in 1951 was a municipality of 3,960 in 2021.
For the van that means a 1920s house near Principale whose garage is a later addition on its own slab, and a 1990s or 2000s house toward the highway with an attached double whose springs are due as a pair.
The river, the dam and the second permit
Casselman exists because of the South Nation, and the river still writes rules. It drains an almost flat plain, and that lack of gradient makes it prone to flooding. The valley cuts through Leda clay: on 1993-06-20 about 3 million cubic metres of it slid into the river at Lemieux, downstream of the town, and blocked the flow for three days. The Casselman dam, built in 1958, holds the level for the municipality's drinking-water intake and its fire service, and South Nation Conservation has a three-year restoration of it starting in July 2026.
None of that touches a spring change. It does touch a new detached garage. Under Ontario Regulation 41/24, South Nation Conservation issues its own permit for construction in a regulated area, which means floodplains, unstable slopes and land within 30 metres of a wetland, and the municipality requires a construction permit for any accessory building over 15 square metres. The municipality's list of work that needs no permit includes replacing doors and windows with others of the same dimensions, which on its face covers a garage door hung in the same opening; ask the counter for the address if the opening is changing. A bigger opening, or a new building on a lot near the river, is two permits, and the conservation authority's Find Your Property map says which lots sit inside the line.
